Cut hard-boiled eggs in half lengthwise, separating out the yolks. Cut the yolks
and cod liver into very small pieces. Then mix together with mayonnaise, pepper,
capers, sugar, and half of the salmon caviar to make the filling. Load the egg whites
with the filling even to the edge. Top with remaining caviar.
